Ukraine: Russian Drone Campaign Targets Civilians
(Kyiv, June 3, 2025) – Since mid-2024, Russian forces have used relatively inexpensive, mostly commercially available armed quadcopter drones to attack civilians and civilian objects in Kherson city in southern Ukraine. These attacks prevent residents from moving around safely or accessing essential goods and services, are serious violations of the laws of war that have the overwhelming impact of spreading terror among the civilian population and forcing them to leave their homes, Human Rights Watch said today.
The 93-page report, “Hunted from Above: Russia’s Use of Armed Drones to Target Civilian Life in Kherson, Ukraine” and accompanying web feature, document how Russian forces are arming drones and using them to conduct attacks that appear to be committed with deliberate or reckless intent, constituting war crimes.
