（香港，2016年12月6日）－人权观察今天发布最新报告指出，中国政府应立即废除一种强迫贪污嫌疑人认罪的秘密拘押制度。这种被称为“双规”的中共党内制度毫无国内法律依据，却是国家主席习近平反腐败运动的关键要素。
“习主席把他的反腐败运动建立在侵犯人权的非法拘押制度之上，”人权观察中国部主任索菲・理查森（Sophie Richardson）说。“以酷刑逼迫嫌疑人认罪无法杜绝腐败，反而令人对中国司法体系完全丧失信心。”
